Today we will start with ALFONSO PECORARO SCANIO, President of "Fondazione Univerde" and former Minister of Italian Republic.

"Molto spesso la legislazione, le direttive, le normative, arrivano solo dopo i disastri. Noi siamo riusciti ad ottenere, grazie all’azione dell’Italia, l’istituzione di un tribunale penale internazionale che ha sede all’Aia. Ora credo che sia fondamentale che quel tribunale abbia operativa una sezione per i crimini ambientali."

"Si è iniziato ad introdurre il 'principio di precauzione'. Una nuova tecnologia, una nuova capacità, un nuovo prodotto chimico, non va messo in diffusione se apparentemente non ha immediati contrasti. Bisogna essere sicuri che non faccia male, e quindi bisogna invertire l’onere della prova."

"Very often legislation, norms, directives, only come after disasters. We have succeeded to obtain, also thanks to the efforts of Italy, the establishment of an international criminal court based in The Hague. Now, I think it is crucial that this court should have an operative section dedicated to environmental crimes." 

"We started to introduce the 'precautionary principle'. When you have a new technology, a new capacity, a new chemical product, you do not disseminate it even if apparently it has no immediate contrasts. We should be completely sure it does not harm, that means we have to reverse the burden of proof."
