Module Crisis and Emergency Risk Communication - Days 2-3

For two days, Tuesday and Wednesday, October 22 and 23, 2019, Mr. Ahmed Gamal Ibrahim, MSc gave a lecture to the second level CBRN master students about Communication in emergency and focused on the different pillars that ensure proper communication as well he discussed the importance of Social media communication and why it has vital role currently to consider while setting up the emergency plan.

Mr. Ibrahim begun by discussing the importance of communication as a part not only of the larger counterterrorism and national security conversation but also to the daily life communication between people.
He also emphasized that it is important to understand that  some, but not very many, crises are completely unpredictable and unavoidable. And even then, there are steps you can take to reduce their impact.

Mr. Ibrahim stressed on the importance of communication to get information and how it's crucial to draft a crisis communication plan, including principles to apply, should the worst happen. Prepare template materials, statements, tweets, question and answer sheets to be quickly reviewed, approved and issued if a crisis strikes. The minutes you save in a live crisis could be the difference between reputation protection or destruction.

Mr. Ibrahim explained how it is not enough to use security measures to crush the bad guys and that we need to understand the underlying motivations of why people make the conscious choice to join a terrorist group and how to eliminate the issues from the roots by monitoring our kids usage of social media and  games they are spending most of their times on it. Furthermore, he argued that terrorists are rational actors and we need to enhance the level of communication by improving our emotional intelligence and focusing more to get information either from the persons directly or from Social media, which will help us to plan probably our resources and our equipment.

In conclusion, Mr. Ibrahim explained that the urge to develop a communication emergency plan and thus the focus of the Social media must come from within the authorities of the country itself with the help of its directors and the decision support team. 


Mr. Ahmed Gamal Ibrahim is holding a master degree in CBRNe events protection with a dedicated versatile learning and development training experience. He is seasoned with over nine years of rigorous experience in the design and delivery of Live CBRN & Emergency communication Training Courses/Curriculum to a variety of domestic/ foreign government, military and civilian personnel within austere, hostile & intense HazMat & live CBR agent environments. He is possessing a robust skill–set reinforced by scientific background in Microbiology & CBRN Protection where he serves as a Subject Matter Expert in ensuring that appropriate resources are identified and applied.
